TELs and TABOR would have a harmful effect on nearly every aspect of the Kansas way of life - from our schools and roads, to our local businesses and public safety. Organizations, funded by out-of-state special interest dollars, are working in Kansas to push for Constitutional and legislative changes to limit state expenditures and revenues. They say such radical measures are needed to curb "out-of-control" state spending and reduce taxes. But, their claims are contradicted by the facts. Our state spending rate has held steady for three decades.
From 1974 to 2004, state spending as a percentage of personal income averaged 5.4%. And, in 2006, spending was 5.4%. In other words, spending today is the same as the average of the last 30 years.
Kansas is among the most fiscally-responsible states.
According to the U.S. Census, Kansas' per capita state spending ranks low in comparison of all 50 states. Kansas ranked 38th in per capita state spending in 2004, the last year that the U.S. Census published such a ranking.
Kansas taxes rank in the middle.
According to U.S. Census data, by several measures, our state ranks in the middle in terms of taxes when compared with all other states. Moreover, state and local taxes as a share of personal income are the same today as they were in 1970, and the ratio has held steady since that time.
